I think it is a still from the filming of "Indiana Jones and the...No Really, What Were You Thinking?" (or whatever it's called)
These men are Family, they're discussing political business, and they're in Palermo.
They are clearly playing backgammon in a poor, dusty town on a small Greek island. They should have closed the shop an hour ago but they would then have to go home to their wives. Which is not a pleasant prospect.
